I'm kinda surprised the thread got this far without mentioning Noctis. The graphics are bad, sure, and there's no real gameplay to speak of, but it fits the bill as well as anything I can think of. It was made to be atmospheric.

Oh, you should also check out Dysom. It's this really cool ambient strategy game that involves flowers and planets. I think the developers made a go of making it a full, paid for game after they entered it (with much success) in an indie game competition. The game based off of Dysom is called Eufloria.
