Whips are considered blunt, which is why they have a good chance at basically "ignoring" armor. Scourges are considered edged, which is why they can lop off body parts.

I personally keep my scourges to make a squad of Dwarven Lashers, just for kicks. I'm not entirely sure how effective they are compared to squads of other weapons, though at the very least I take pride in using goblins' own weapons against them, just for the sake of irony.
