Rarely. There are occasions where it can be useful, but not fantastically many. The module/cash is usually better spent on other things.

There is a blur effect when you scroll across the screen.

Anyway, I just acquired all the modules and unlocked all races. Have only unlocked four hulls out of many so far. From observation, here are the characteristics of each faction:
Federation = Jack of all trades, master of none.
Rebel = Faster-moving ships.
Swarm = As the name suggest; larger quantity of inferior ships.

What about The Order (besides being ugly), Tribe, and Nomads?

Tribe has high hull strength and best repair modules. Thus tribe ships are best with no armor or shields, just lots of repair modules; they are very slow to destroy, especially if the enemy has high AP/SP -weapons which tend to be low damage.

Nomads are my favorite, because they have good base for fast skirmisher frigates supported by long-range missile cruisers. They have pretty good fighters too.

I think Campaign DLC gives the game 333% more fun factor. Unfortunately it is completely unbalanced: fighter spam kills anything else. Armor tanks come as second, because you can screw up with AI targeting and make the enemy shoot at a decoy which has nothing but armor and one pea-shooter... While the rest of your fleet massacres the enemy with long-range weapons.

So yeah, my OH YEAH -factor with the game plummeted to sewer after realizing those two abuses. Little point in playing unless they get fixed, especially how easy it is to win with fighter spamming. Yeah, I did use it myself and it was so easy it was boring.

The order has better shields. On certain levels I gained 20,000 honor from defeating all enemies with two heavily shielded vessels.

"I have a puppy instead", which while maintaining a polite tone, is quiet, calculating character assassination against Toady. Do some of you not see it as such, backstabbing?

At least spell my name right.
