Converting .18 worlds to .19

Is it possible to add enough placeholders and such to the .18 raws that you could generate your worlds in .18 and convert them to .19 and have everything available?  Or are there problems with that plan?

no it's not. In example, grass is a totally new concept and is populated only during world gen.
