Personally I would have built a row of pumps across the river, powered by some waterwheels just upstream of them and piped a 1 tile duct to the nearest stone map-edge tile underground and pumped the river off the map via a couple fortifications.

I would prefer hanging gardens with raising briges, carved channels and gardened farming plots. And mist all over it.
Besides, is there a goblin corpse all the way down?

Don't know how the Dog got down there though, been treading water since the first Migrant wave. Prob before I got the walls up, nosing itself into its masters work as a puppy and got washed down there, survived the fall, (Somehow) and been doggy paddling since...

I am looking to build a Military Fort outside (as I said from the start) which I hope to be around 3-4 layers of workable area, where soldiers will train, keep watch out over the river below and such. While behind them, in the only entrance to the Fort being the main. First level will be a Warehouse for Tradegoods I think, then below that the Piping of water I will be using to move through the fort (gonna have a fountain that actually works, squirts water from the top and filters into a channel under later) and a Large open hand carved cavern or so a few layers down, will be leaving a few Zs for farms (one under the other at that zone) with simple areas for animals to be located (see penned) nearby. Workshops over looking the Cavern where there shall be a Marketplace (when Economy hits *if it ever does) and finally Housing around that with Gardens (see underground plants and mushrooms) and ponds and shit... ^_^

I'm a lazy bastard so I haven't read through the thread, but just in case it hasn't already been mentioned, perhaps you can build a large bridge above where you want to build your floor.  I assume it may not be blocked by the water in the same way as dwarves only have to stand next to the bridge, which can be well into dry areas, to build it, and once built it will block the water allowing you to finish whatever you need beneath it, then just deconstruct the bridge.
