How will some one go around Making Goblins Available at Embark

One would add [CIV_CONTROLLABLE] to the top of the goblin civ, and maybe remove it from the dwarf civ.

Not like that like as pets so you can cage them and whip them into a pit which happens to be your training arena for champions :P

That would require whips, and they are  exotic to dwarfs. Also, although you could make them pets, your dwarfs will ever attack them. You are better off using cage traps when a seige comes up.

you could add [COMMON_DOMESTIC], but then they would be tame, and thus, safe from your dorf's axes. (save at the butcher shop, but then you'd also need to either make them not sentient, or remove the dwarven prohibition against eating things that talk.)

Cage traps remain your best option.
