He has a broken hip, ankle, and foot, and you haven't taken him out of the military yet? You are the very definition of a slave driver.  :P

But more on topic, are you suuuuure he can't walk? he may just be walking impaired, not cannot walk. did you confirm that his status is "can't walk" on the z-health screen?

Having seen a working hospital in action now I've discovered that quite often dwarves will be listed as "Lost the ability to walk".  After surgery and stuff they gain it again (only with motor nerve damage or total loss of limb do they totally lose the ability to do something it seems).  I've actually had a dwarf that had both legs smashed open but no bones broken so no surgery was required.  My dwarves didn't tend to him how they should have yet he got better on his own.

I've also now seen dwarves that have had splints ditching them mid-fight as they've decided they're ok now XD

Try kicking him out of the military so he gets dragged back to a hospital bed & stays there (hopefully). There are known bugs with off-duty/ex-military dwarves where they keep returning to the last place they were stationed so that may be the cause here.
Surgery (like everything else) is bugged so you'll need to either stop your dwarves getting to the patient once a doctor starts trying to perform surgery (forbidding the hospital doors works) or you can turn the "Recover Wounded" labour off from everyone (see Dwarf Therapist). Otherwise your dwarves will come & drag him off the operating table/traction bench back into a bed & the surgery will keep being interrupted.

I bursted out laughing so hard at this that my dog woke up, came in the room, and looked at me like I'm an idiot.

Then proceeded to brag about how he has 27 kills on his kill list and is super-doggenly tough.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.
