Didn't Gratuitous Space Battles recently [announce|release] a major expansion with a 4x mode? I don't know how it is on the detailed planet-colonizing stuff, but if you want to micro the construction of a fleet of ships without going all Aurora on it, you should at least give the non-4x demo of the game a try. If you liked MOO, it might be your thing.

the expansion isnt really 4x.

theres no resource management, or colony management, other than what you choose to spend on different types of units as you would in any other strategy game.

Its just a map for you to build and move fleets around on as context for battles
