Cannot designate a 3D volume

A designation started on z-level 5 then move in west 3 times, north 3 times and up three times and end the designation.  A 4 by 4 by 1 designation appears on only z-level 8 instead of a 4 by 4 by 4 cube.

This makes creating vertical shafts rather tedious.

I'm actually using this "non-feature" to my benifit to say "I want to start here, and end here but not on this level."
