Dwarf takes jobs but doesn't do them

I have a fisherdwarf who, despite not having any skills in it or even being set to do them, will take stonecrafting jobs, and then not do them. I have other dwarves set to do stonecrafting but they won't do them. If I turn off fishing for him and turn on stonecrafting, he just sits around. Bah!
There are other dwarves with skills relating to building, but they won't take them.

I started a new game, and this time it's happening to my hunter.
