it cant be more than 3 stories high, or my dwarves would die when they fall.

The simple fact of the matter is that any game which defines all creatures and base objects as "one tile" is going to have a wildly inconsistent size system.

However, based on the water system and the fact that the dwarf is the most logical frame of reference, I assume tiles to be 7x7x7 feet.

I am of the opinion that tiles grow and shrink to accomodate exactly one standing member of the last species to occupy them, and grow slightly to accomodate any number of prone creatures of any species when needed.
