If your dwarf wants to go from A to B he will normally chose the path through C. But if C has a higher traffic cost they will avoid that tile and walk the longer path. This can be used in trap designs because enemies ignore traffic costs.

By higher cost, you mean a lower designation, Restricted = 25, for example.
