Unconscious enemy still interrupting dwarf

Not sure if this is a real bug, or just some misinterpretation of a feature, but it would seem an unconscious frogman is still able to prevent my dwarfs from doing their job. I used reveal.exe to clear things up.
Since the frog is unconscious, I guess he can't climb up, hence the doggies can't get him. I just hope he'll snuff it sooner rhather than later.

That quadruple-amuptee frog with no tongue might wake up and bite!

It would be annoying if your dwarves just happily ignored unconcious things that then woke up and killed them, so it's annoying either way.

Anyway, after reviving him with heal.exe (since I was cheating anyway...) the dogs tore him apart. Go me!
