Why are my dwarves training when they're not on active duty?

They have nothing to do, it's actually good. They train instead of idling and taking breaks. Keeps them in shape.

IIRC dwarves who are self-disciplined by nature, in their description, will train on their own for fun. It's personality-based.

If you wish to avoid this behaviour, and have direct and absolute control over those military dwarves, use this method for setting up your military:

I actually have that page bookmarked (great post btw), but I cheated and setup a barracks since it was the easiest way to get the dwarves to stay in and not around the danger room.
