Embarking on Settlements

I've noticed that in the new versions of Dwarf Fortress  31.18,31.16 you can't embark on a human/elvish/goblin/dwarf/kobold settlement, is there a way to change this so I can build a fort on an already existing settlement, e.g. changing an ini file?  :-\
