Prices changed, or not?

After a message along "<Your>, <Your> has altered the prices of goods", when I go to the status screen and view the prices, the setter of the prices is indeed somebody else (namely my Mayor, City Manager, Do-it-all-at-once noble), specifically neither the Philosopher nor the Dungeon Master who different messages claimed to have fiddled with any prices.

It can happen, if they change prices of items, which you don't have.
Price list only shows items you have.
