Dorf cancels Give Water: no water source

Okay, I know why there's no water source: the river is frozen because it's winter.

My question is, who is he giving water to? I have no hospital, and even if I did it would be empty because this is a new fort that hasn't had any Fun yet. halp?

Any thirsty dwarf that's a considerable distance from booze will get someone trying to give him a drink, or any dwarf that gets thirsty right after he starts a long job at a workshop. You should be able to check who's getting water under the [j]obs menu.

It happens when a thirsty dwarf goes to sleep - someone will try to give him water while he's sleeping.

It is a known bug.  Follow Bug #2448.

Try and keep your booze production varied. Dorfs will get tired of dwarfen wine (Plump Helmets) and begin to drink nasty water. :-\

Sleeping dwarf is the most common case that I see, as noted by the poster a couple above.

It's a bug because they should be demanding alcohol in their sleep.
