Can the raws read decimal numbers?

I am afraid I know nothing at all about modding, so please forgive my ignorance.

I am attempting to lower the growth time for dwarfs:
[BABY:1]
[CHILD:12]
to:
[BABY:.5]
[CHILD:1]

Will it be able to read the .5, or is 1 the lowest available increment?
