Wrong justice state

Due to the problem with chains, a woodworker who tantrumed when a masterpiece of his was defaced has escaped and is running loose.  The captain of the guard decided to chain him again, but every time he gets the task to do so, I get the announcement "Captain of the Guard cancels Chain Animal: Wrong justice state."  Over and over again.

It means the fugitive has high-tailed his way out of the state, and your sheriff no longer has jurisdiction over him.

Do you have any cages? Maybe he absolutely REQUIRES a cage for someone who's broken out of chains.

The chain problem is supposed to be fixed now, and I had it working with dogs.  What is the status of chains in 33f for everybody?

edit: As for the bug, it seems like the captain is trying to chain the dwarf in a chain that isn't a justice building?  Either that or there's a chain assignment job being generated at that chain as if it were a zoo.  I guess a save would be the easiest way to fix it if you've got one.
