Shouldn't murders always count?

Sure, "minor" crimes such as assault, breaking & entering, and such are usually not reported when they occur in crack houses, slums, and the like.  But reading the newspaper discloses that murders are often disclosed from these locations (in fact, they seem to be a major site for investigated murders).

Dunno, but to me it seems a little exploitee that my squad can kill all they want without reprecussions.  As Grimith's LPs and comments point out, the rap sheet for an Elite Liberal is not a list of sins, but rather accomplishments!

I've always thought of them as counting, but so common that cops simply can't figure out who killed who.

Fear and disinterest.  The slum residents don't talk to the police because you just don't talk to the police.  That's the reason they have gangs to sort troublemakers out.  The slummers don't trust the police and probably expect them to exploit the slums worse than the gangs do, not to mention it being a taboo anyway.  You sort out your own problems, and you never talk to the cops in case it's your turn to do something criminal and someone wants to rat on you.

Everyone seems to be forgetting the wonderful art of forensics.  A strand of hair here, some blood there, fingerprints, the giant green "LCS" slogan sprayed on the wall nearby, these all can assist the police to determine who committed the murder without pesky witnesses.  If we have learned nothing from CSI, it is that the police tend to expend their very best investigative techniques to resolve murders.

Also, while the common crack head may be afraid to speak to the cops, the gang leaders may decide to rat out the LCS so those annoying boys in blue will leave their turf quicker and annoy our heroes in green instead.

Unless the cops are just too sh-t scared to go down there for fear of getting riddled with bullets by the gangs on principles.  Thems is bringing AK-47s to the party, after all.

In LCS, the Cops working in Gangland are armed with shotguns and SMGs, and wear Police Body Armor, plus are about twice as skilled as their gang foes.  I don't think there would be any doubt that the police would be able to investigate.

The thing is, to the Conservative Police, the slummers don't matter. They're not people. Killing them is like putting down a dog. And nobody is gonna call the police in the first place.

I'm currently making a nice room for my legendary clerk. I always treat my legendaries with the greatest respect, giving them the best rooms and so on. Although the walls are mostly engraved with pictures of my miner starving to death after he fell down a well, so it's not too cheerful.
