Can't attach down stairs to created floors

I've got a "bridge" I'm making out of a stone floor extending from the edge of a cliff.  If I want a staircase at the edge going from it to the ground at the bottom, I can't construct a down stair that connects to the floor.  I have to build stairs up from the bottom until the up/down stairs is just below the opening, and then I can build the down stairs.  

Alternatively, I can build an up stairs from the same spot with no problem at all.

Yep, I know what you mean. It is possible (hypothetically) to get all of your starting dwarves trapped on top of a house with no ability to build down.

It's more general than that; you can't build up/down stairs either, and it's not just created floors; you can't build down or up/down stairs at all unless there's an up stairs immediately below.

I don't know if it was ever settled whether this is a bug or a feature. There was some discussion in the suggestions forum about implementing ropes or ladders or some way of letting dwarves move downwards, if downward-building of stairs isn't permitted.
