Is the non-mountain thing hard coded?  Maybe you could modify the tags for your plants; I think that should work without generating a new world...

Mountains =/= plants is hardcoded.

Above ground crops require soil. Mountains are entirely stone with no soil. This, no above ground crops on mountains.

Is that why changing the [not_freezing] tag to [all_main] in the plant_standard in the raws does not work? Is there nothing I can do to continu my OCD fort.

Would one of the friendly tile hacking programs work, if you changed the raws to allow them on all biomes AND created soil on that tile?  Or is it indeed hardcoded that mountains have no plants ever no matter what?

I ran into a similar problem with a fort a few months ago, so I did a few experiments to determine the rules for growing plants.  I think all of them have been mentioned in the thread, but this will hopefully provide a useful summary:

Underground plants can grow in any biome, on both stone and soil, as long as a) the ground is muddy and b) the tiles are labeled as being below ground.

Aboveground plants will never grow in mountain biomes.  They will, however, grow on stone in non-mountain, non-freezing biomes as long as the ground is muddied first.  They also grow on soil in these biomes (of course).

Are there tile hacking programs that can do that? It would be nice if there was a program that let you view and change the biomes on the spot.
How does DF exactly calculate the biomes, can they change during gameplay (I read somewhere that a biome can become good if there are enough good creatures around)? How are creatures spawned on these biomes?
