No, not really. This ally of mine, Chana Joverem, has gotten his left foot broken in a battle with brutal bandits. He managed to fight them off with the help of my other companions, but he was permanently crippled. And yet, he manages to crawl as fast, if not faster than I walk. I have absolutely no idea how he does this, and to be frank, I am quite jealous. Any time I get crippled like that, my max movement speed is about 400-some. Those cpus have some serious crawling skills, do they not?

I'm just wondering why computer players can do this and players can't. It doesn't make much sense to me.

If your speed is 400, then you need to look into your backpack and stop lugging around that dragon corpse.

No, but the computer has no advantages over your adventurer. Everyone is on a level playing field. The NPC is probably crawling so fast because all he/she has is armor and a weapon whereas you're carrying extra supplies, no doubt. Try to get rid of the extra baggage.

Look at your Ally's equipment , he might be lugging about a Crutch

My speed is only 400 when I'm crippled. When I am walking normally, it is around 1000.

If he were using a crutch, wouldn't he actually be standing? Or does crutch use keep you crawling, but boosts your speed?

1000 is low. I don't tolerate lower than 1500 and usually make around 1700 flat with basic armor or 1600 fully decked.  Beware of bolts en mass as they are heavy.

So you drop all other equips besides your clanky armor, and it gives you around 1500 speed? Wow. I ought to try that. Thanks.

I like to drag around companions, and they often lose the ability to stand. I too have noticed they crawl as fast as I walk, and my movement speed is usually 1300-1500. I guess it's DF's way to making sure they're not completely useless.

Yes, I've noticed it too. They probably do it to follow you around. You cannot move that fast.

Simply put, your companions ignore or mitigate the laws of the universe.
