For the past 10 years, my fisherdwarf has been doing nothing. It's as if there are no more fish in any of the murky pools on the map.

For almost as long, there's been a dying elephant in one of these pools. He's underwater, and periodically going conscious/unconscious. So one day, I decide to put it out of its misery, and as soon as I kill it, my fisherdwarf goes outside and starts fishing again.

I'm guessing the elephant was somehow scaring away all the fish on the entire map or something. Understandable, in a way.

How many fish have you caught?  You can get fished out after some point, and it currently doesn't care about your future when that happens.
