I have had about 20 cats in a pit succeed in taking down one goblin. However for anything vaguely effective you're going to have to mod their stats file as aforementioned. That's one of the really cool things about Dwarf Fortress. The engine may not be open source, but so much of the data is stored in plaintext for you to tamper with.
I had one of those pits back in 40d or something, I was desperate in getting rid of those cats and threw them all in a hole. Then dumped the prisoner-goblins I had lying around there to take care of them. Somehow the cats managed to not only come out on top but also increase their numbers faster than a couple of goblins a year could decrease it.

I'm not sure this would still work since it seems weapons and armor are making much more difference compared to animal bites and scratches now. But haven't tried it and if you confiscate the prisoners items chances improve.  :D

I left my kennel master on repeat train war beast.  I was surprised when I saw that I had war cheetahs running around!  I bet that would suck getting chased by some war cheetahs  :o
