Ummm....are nobles replaced?

My baroness died. A year or so has past, and no new baron(ess). I've even been upgraded to a county! I know most would be happy about this, but I have a sneaking suspicion that this is a bad thing to lack a noble like that.

So my question is: Are barons/Counts/Dukes normally replaced by the liaison, or is it some other method that replaces them, or are they not replaced?

I've never heard of one of the landholder nobles being replaced, although as far as I know all the other ones work fine.

Hmm...That could be a problem. Are the landowner nobles needed for anything? My dwarven liaison started talking to my mayor after my baroness died, as that's not a problem.
