Need Help Making a .gif (Read Details)

Ok, so my avatar. I love it.

The thing is it's way too tiny. I used an online gif maker to create it from an mp4 file.

I'm trying to make a bigger one. at least 424x240. hopefully 848x480

I need a program that can do it with many jpegs (149), or directly from an mp4 file.

I have found programs that "claim" to do this. Problem is, these programs cost 50$, are often laden with malware, and I am unable to find......c_R-a~c*ks for these programs. Free programs exist, but they cycle through the jpeg frames MUCH too slowly, making the resulting gif look. like. crap.

Does anyone know of a program that can do what I'm looking for?
something not involving GIMP or photoshop or anything with a command line.

Had no idea what forum this was suppose to go in. I guess this is "creative" and a "project" or maybe it should be moved to life advice.

The entire gif was 16mb but the smaller version is PERFECT, my god....
