Stupid dwarf wont go to the burrow

One of my dwarves was chased away from my base because of a goblin thief. I have set a burrow and ordered him to it, but he just stands there. I'm pretty sure the burrow can be reached because he was able to leave the base just fine. I really don't want to lose him because he's a legendary weapon smith.

Edit: I removed him from the burrow and now he decides he wants to come back... why is this?

Your dwarfs are terminally stupid. There are always going to be one or two guys who think "Aachk, he can't mean ME. No harm can come to me, I'm to awesome."

This fellow is one of them.

I need dwarven shock collars for all of my civilians. how might I go about constructing them?

I had a guy like this. He stayed outside to say hello to the giant green 3 eyed shrimp that had deadly blood. He said hi quite quickly.

Dwarves don't go to assigned burrows unless they have something to do there - if they have nothing to do, they stop dead in their tracks.

Note that "go to meeting zone" does count as something to do.
