announcement.txt gone in .18?

While digging in .18 I started hitting too many "damp stone" announcements.  So I went to turn in off but couldn't find announcement.txt to do so.  There is an announcement folder, but it's files aren't even readable to edit them.  So how do I turn off announcements like that now?

As I said, it's not there.  Yet I'm still getting the pauses when hitting damp stone.

EDIT  bad phrasing.  That's what I meant by "couldn't find it", it's not there.

Try copying in the file from an older installation. That's what I always do anyway to preserve my civilian death notice.
