I had an unhappy dwarf request a meeting with the mayor.  That dwarf went into a secretive mood and made an artifact, boosting his happiness to ecstatic.  Then that dwarf resumes his task of having a meeting with the mayor.  They talk and that dwarf "cries on the mayor's shoulder."

I've seen unhappy dwarves have meetings with the mayor before but this seems like a bug.  Unfortunately I don't have a save file or way to reproduce this.

hm! While on one hand, it's sort of silly to keep the meeting going -- on the other hand, maybe a mood check could modify the meeting text to say 'cries tears of joy on the mayor's shoulder'?

Yeah, the meeting queue/process is far too static right now, which causes all sorts of problems.
