Yeah. Why I'm asking some silly questions is because I never had any trouble with the population cap. I've been playing since about a year before the 3d version. It always works as it is supposed to for me. (playing 38c now, but never experienced this with previous versions either) I never set it below 50 though.
It could be system related then.
People who experience the problem, please state your system's specs. It might help Toady One figure out this problem..

It's not that I don't like immigrants, it's just that I'm building a pretty shiny palace in a tiny canyon, and stopping every other season to carve a bunch of muddy holes in the ground for cheesemakers to sleep or rot in is kind of counter-productive to that.

When I have at least 50 green glass rooms and masterpiece furniture for all I'll turn the pop cap back to 200 (and turn sieges on too). In the meantime I just don't want to deal with it.

I dont see whats your problem. No matter how many worlds i create i get no immigration whatsoever.

Do you have either of the child cap numbers set to zero?

If that's not it, how long are you waiting before you give up?
