Cooking forbidden seeds

Cooks will happily cook seeds which are flagged as forbidden.

I had this great idea to free up some bags that had one or two seeds each in them.  I went through my real seed bags, forbidding each seed.  Then I would cook seeds, and the only seeds that would be used would be the ones not marked as forbidden, freeing up the bags for other uses.  Didn't work.

Points:
 * I did mark actual seeds as {forbidden}.
 * I did not mark the seed bags as {forbidden}, or the seed barrels.
 * The z-kitchen screen shows, for example, that 1 PH spawn is available.
 * Despite this, I just watched my cook make biscuits out of 2 PH spawn.
 * Both PH spawn used were clearly marked as {forbidden} while in the kitchen.

I expect this is easily reproducible, but I have a save that I can make available.

No food-related mods.  I did attempt to use the toys mod, but it failed to take.
