I've taken to choosing embarks with nice brooks/rivers nearby that freeze in the winter. While the water's frozen, I mine to the brook/river and put up a floodgate. Then I can lever-rig the floodgate, wall off my farmland-to-be, and issue a controlled flood at my leisure.

I just dig into flowing rivers. I've yet to see a dwarf actually drown from it. Besides, where's the fun in letting it freeze first?

Who said anything about having to let it freeze? Embarking in early spring means the river's frozen at the start. The floodgate is for security.
