[33g] Water Pressure Bug

I was excavating a tunnel to provide water for my dwarves, the tunnel goes in a U-turn, but the water won't rise to the same level as the stream

Pressure doesn't currently drive water to the same height (to stop it from flipping between a 3/4 split for example, and just to decrease the work load in general).  Those are both on 138 -- pressure should get the water up to 137 the way things are written.

Explains why when I divered a river into my water-tower basin reserves that it got up to 7/7 and full before it started flooding my actual fortress.

brook    first section    second section (dropped to avoid housing area)

                     ~~~~~~~~~~~~~~~~~~~~~
                           waterwheels  pump

The first section gets up to 7/7 before it flows up out of the channels under the waterwheel and the pump.
