Or fantasy generals, which is older and a lot easier on the computer's hardware.
Did you mean "Fantasy General"(singular) or "Fantasy Empires"?
Anyway, both are kind of fitting the description and OP's needs.

There are all the other fantasy-strategy type of games: Warlords series, Age of Wonders series, Disciples series, already mentioned Heroes of Might and Magic series. These are all built around the concept of a hero leading an army and gaining experience etc.

Also all of the "-General" games: Panzer General, Fantasy General, People's General etc. - closer to strategy than RPG. Still, units gain experience and traits as they move from mission to mission.
Spellcross was done along those lines as well, but the whole idea of having ax-wielding orcs charge machine guns emplacements, and AAs firing at incoming harpies was pricelessly original.

Warlords II had an awful lot of mojo for its day and age.

It's TBS though, while you might be after TBT instead.

General, yeah. Fantasy Wars is pretty much a more modern version of it, at least insofar as the demo went. Empires didn't have much in the way of that-which-is-normally-referred-to-as-RPG, as I remember it. Was a powerful fantasy-themed strategy game and it did have that hero-leveling thing going on, but the battles were real time, not turn based and the heros were pretty replaceable. That being said, it's been probably nearing a decade now since I played Empires. Definitely could be misremembering things.

General had pretty much everything capable of gaining XP, iirc, though not to the extent your average SRPG-style game did. FFT-style SRPGs are relatively rare in the english PC world. There's more in moonspeak, but only a few have been translated. Most of the english stuff is more strategy centered than RPG centered.

Anyway, might give Incubation and its sequel a shot. I vaguely remember them being decent. X-com style combat, though I always felt the graphics kept getting in the way of the gameplay ::)

Jagged Alliance
Silent Storm (awesome physics engine)
Hammer and Sickle (Silent Storm spin-off)
UFO After-series (not polished and weak storyline)
UFO Extraterrestrial (crap but a good filler)

You say PC only but if you don't mind emulating there are some good ones for the Game Boy Advance.

Fire Emblem - fantasy, perma-death with some characters, branching story driven missions/maps.
Fire Emblem: The Sacred Stones - more of the same.
Yggdra Union: We'll Never Fight Alone - similar but different at the same time. Not finished it yet.
Tactics Ogre: The Knight of Lodis - isometric, similar to the FF:Tactics games.

Tactics Ogre also has games in its series on the SNES and PSX (Though the playstation one is basically a port of the SNES one, which was finally translated this year.). It's subtitled "Let Us Cling Together." TO came before FF:T, so it's more like FF:T's similar to Tactics Ogre than the other way around :P Anyway, the non-GBA Tactics Ogre games are a bit larger, more fully fleshed out. Better storyline too, imo. Of course, there's Ogre Battle, (March of the Black Queen \w/) but it's not really turn based. Utterly incredible, but that's discussion for a different thread, heh.

But yeah, if we're talking emulation, we're going to be here for a while. Just in the NES (Yes, there's good SRPGs on the NES. Try Just Breed, to start.) to PSX range, there's probably a good two dozen solid SRPG-style games and at least half-again that in not-so-solid ones.

You guys forgot about The Last Remnant. It's turn-based too, and for PC.

Actually tried that, now that I check up on it. What little I managed to play (The game bends my computer over its knee and forcibly violates the poor calculator box.) was a kinda' piss-poor console port. I always get massively annoyed when my PC game tells me to press the triangle button :-\ Which was sadden, 'cause I had been informed it was supposed to have a vaguely Ogre Battle-like combat system. Gods alive, but I want to see another game like that.

Seemed like the gameplay itself had potential, I'll admit. <5 FPS doesn't agree with cutscenes, unfortunately. Was it any good?

If you play Wesnoth, now that some modes and campaigns are a TON better than others. And some of the best are addons. Its an open source game, so theres a lot of variety - from team-based RPG survival type (Colosseum is the most popular) to standard turn based combat to coop roguelike dungeon crawls to long campaigns with a focus on battle, and long campaigns that are more rpg like.

Don't be afraid to dump a campaign you don't like to try another. A lot of em are crappy or just boring.

Interesting bit of history, I never knew about the SNES Tactics game when it was released, have heard of it since.

When it comes to emulation I only mentioned GBA ones because I'm having a blast with them at the moment. There really are a lot of these kinds of game on the various consoles. If you don't mind emulation then you're in luck.
