Low boots only

It seems that at some forts I am able to make both high- and low boots, yet in others only the low boots are available. It happens even though both kinds of forts are created by the same parent civilization. What determines this?

In my current fort, I can only make low boots also. Maybe they use different metals?

You appear to have missed the part where he says that even embarks from the same civilization may be one way or the other. This is also news to me and so I can't give an explanation for why it happens (except the same old one with the addition of calling this particular case a bug) but can say that it has been like this for quite awhile.

Is there anything in the raws about...
Edit: no. High boots have a material size of 2 vs the low boot size of 1 and the tag upstep:1 but other than that only vary by name. In the entity file they are both "common" armor types for dwarves just like every other type of clothing they wear except togas.

It's a bug. It happens when the game can't differentiate between your dorfs and an underground civ or two that happen to be nearby.

As far as I know, this is the right answer. It is programmed into the game that clothing items that have alternate pieces that fit the same role are not considered by the game to be inherently accessible by the player during play; for example, in addition to High Boots, Turbans, Chausses, etc. may or may not be available to new forts if those items are made available.

Can we either fix/workaroun?

If Low Boots are available but High Boots are not, you can copy the stats of High Boots into the entry for Low Boots but leave the name the same.
