Do you have a captain of the guard? No? Then mandates are a non-issue. Ignore them.

Worst thing that could happen is the mayor going insane. But he shouldn't as long as you meet his housing requirements and serve him quality food and booze.

Also if the mayor really is a problem or is in danger of going crazy you can replace him. You can either do it manually (which won't stick for too long) or you can leave one of your dwarves idling for a year or so and he will gain enough social skills to replace the mayor. Since the mayor is elected it is generally the most popular dwarf who gets it which generally is the dwarf with the most social skill points. Now I don't mean organizer/record keeper etc. I mean coversationalist, flatterer and the like.

Since you can't avoid the mayor I usually pick a dwarf with preferences I can easily deal with and simply take all his jobs away and make him my bookkeeper/manager/broker. That dwarf will not only gain social skills from idling but also from dealing with craft dwarves as manager and traders as the broker.

A small note on mandates as well. Mandates last 1 year. Brown means you have up to 12 months to finish it, yellow means you have up to 6 and red means you have up to 3 months left. You generally want to wait till the end of yellow/begining of red to fullfill the mandate since as soon as you fullfill it the noble will soon after make an additional one.

One of the dwarfs walked in front of Thor to get a better view of the prye, and Thor kicked him irritably into the middle of the flames, which made Thor feel slightly better and made all the dwarfs feel much worse.

I thought at worst the noble will take it upon themselves to beat the criminal. At least one of mine took a shield and bashed the head in from a smith.

Anyway, only training axes and no shields, nor gloves for my sheriffs...
