Hatch stops pressure..when open.. sometimes?

Hey guys. I have a pool of water pressurized to one level above it. I have two hatches above that are tied to a switch. I turn hit the switch, the hatches open, and water does not flow up.

However if I deconstruct one of the hatches and let the water flow up via the pressure, then open the other hatch via switch, water does flow up through the hatch!

So essentially the situation I see is: If all outputs for pressured water contains a hatch, open or closed, water does not flow. If there is one output for the water that does not contain a hatch, then water does flow (even through hatches).

Anyone else see this?


Addition: Nevermind it's not quite that simple. I can now take away the pressure relief output that allowed the hatches to work, and the hatches still work. It's like I needed to prime the pressure output?
