Less unnecessary tasked items now?

I noticed in the latest version a lot less unnecessary tasked items.  Like, a workshop produces an item and it isnt assigned to a haul job right away.  Or someone abandons a job, and the items don't get tasked immediately.   It seems a lot more efficient.  I'm not sure if it was something special added, or some side effect of custom stockpiles.  I still have custom piles for these items, they just don't get tasked for a haul job immediately.  Then another dwarf might have time to task them for a new job using the item.

It doesn't evaluate them less, it is just smeared out over 50 steps now, to keep the lurching down somewhat.  This has the side effect of giving other jobs a small window on the items, but it doesn't make other jobs override haul jobs, which will happen later on in some form.

It will evaluate over up to 200 steps if you have a lot more items.
