Make the whole fortress a danger room for instant success.
Hammer Lords do not like it when several of their pets are impaled on spikes.  Tantruming Hammer Lords do a LOT of damage, killing them makes their soulmates in their squad tantrum, etc., etc., etc.,

I guess that means no cats in the fort for that to work then. But is that a bad thing? ;)

About the problems with military woodcutters and their axes... could you not just mod in a 'hatchet' weapon specifically for woodcutting and remove the battleaxe's woodcutting powers? You could probably do something similar for picks too (e.g. normal pick, then war pick/mattock).
