military fighting instead of sparring

I have a squad consisting of 10 dwarves (9 now... but that's not the first time...).
I set up schedule for training, at least 7.

From time to time I catch my dwarves fighting instead of training (shown as fight in logs, not as sparring). I think there always one non-military dwarf is involved. Also, for some reason, the inactive one does not defend and dies pretty fast.

Is it something with them switching military/non-military during training?

Anyone got situation like this?

It could be the justice system, where the captain of the guard is beating an offender. Missed any mandates recently?
