What? That they are selling something that's free along with the actual game? Since xcom will pretty much not run in vista/7 without dosbox, they cannot sell one without the other. The reason they make money out of xcom is dosbox.

In either way, that wasn't valve's doing. This is the file that comes with steam's dosbox:

This (official) 2K Games re-release of X-COM: UFO Defense runs on DOSBox. This should enable full compatibility on Windows 9X, XP and Vista systems. Should you want to tweak the settings, you can edit the dosbox.conf file. Just be careful and BACK IT UP before making any changes.

I actually use a modified version of Steam's UFO: Enemy Unknown for my Let's Play. Works very well.
