Fallout: NV Oh My Papa/For The Republic 2 quest problems

So, I finished Oh My Papa by convincing the Great Khans to do a suicide mission for the NCR in the battle for Hoover Dam. When I went back to Colonel Cassandra Moore to turn in For The Republic 2, I couldn't tell her that they had joined the battle on their side. Any solutions, or was I doing it wrong somehow?

Happened to me too.  No way around it, you gotta kill papa.(Or you can do what I did and set the quest stage as complete and return to Cassandra)

Yeah, I was thinking of doing that, but I can't find the console command to do it. What is it?

Ok, I tried setstage 0036166 2 or 1 or 10 or 3 or 20 or 30, and none of them did anything. Am I doing something wrong?
