Dwarves not dumping anything!

Hey all, in my constructed above ground fort my dwarves refuse to dump anything that is inside the fort.  They will dump anything underground just fine, but they won't even do refuse collection in the structure!  My fort is an untidy mess and I just need everyone to dump everything into the volcano they are all sitting on top of! >_<
