Adjust range limits on pressure plates

As of v0.31.12 pressure plates cannot be set to allow dwarves to walk across without triggering them, because the max weight trigger cannot be brought down below the weight of a dwarf. Note that this does not refer to the Citizen Off toggle.

Dwarves weigh 6000, according to the info in-game in the pressure plate adjustment window. The max weight cannot be lowered to under 10000, making it impossible to differentiate between say dwarf children and dwarves, or dwarves and cattle.

An example use of this problem is in this thread

SUGGESTION: Allow the max weight to range all the way down to 1000.

Dwarves are size 60,000, not 6000.

Size equals weight now?
I was pretty sure the former was volume and the latter was mass.
