Promptly use the giant eagles to kill the elves as soon as possible.

Er, diplomats only "leave unhappy" when they fail to meet with your expedition leader or mayor, whether due to said dwarf being too busy or too dead (or possibly being voted out of office in the case of mayors, which can happen very easily if the elves arrive in late Spring as mayor elections are held in early Summer).
That's not true if you piss them of enough they will leave unhappy aswell. One way to do this with the elves is by refusing to cut down fewer trees which will usually result in them leaving unhappy.
