I think the most Dwarven government is a Mountain king with a council of elders.

From what I've seen, it's a mixture of anarchistic communism with monarchist overtones. Everyone works for the good of the people, but they do have queens and the like. Mind you, there is often a mysterious collapse in the bedroom the nobles sleep in.
Maybe the monarchy is a cult that got on the wrong side of the gods? Because I know my dwarfs would never do anything like murder. Never.

The mayor is chosen by democrazy, however the king evidence of some kind of monarchy. So it's a mix.

You know, back in actual Medieval times, the peasants of each village had what functionally was a mayor (can't remember what they called him, exactly) and their own law enforcement, since the lords of the land generally just stayed in their manors or castles, and functioned as the judges in the law enforcement side of things. 

Just because they have elections for low-level functions doesn't mean they are not morachist.
