Can cages be modified by the jewelers?

Probably, I see ornamented cages from the elfs all the time. Just put an animal stockpile next to your jeweler and tell him to encrust. He'll grab the closest thing, which hopefully is your cage. If it's occupied try moving the critter to a different cage while the work is done.
