Construction project help

I embarked in the terrifying steppes as a change of pace for my latest fortress.  What I didn't expect was to hit caverns 5 z-levels down (with the top 3 layers being soil).  This gives me about 2 z-levels worth of stone/ore.  Okay, not much stone, but I do have sand.  Lots and lots of sand.  So what I want to do is build a giant solid glass spire going into the sky.

Does anyone have any advice on how to effectively designate the construction for such a project?  I can't place a construction unless it's connected to something, so even if I decide to build a stair/scaffold first, I have to designate one level, wait for it to be built, designate the next, wait for it to be built, and so forth...  Highly inefficient and requires a ton of babysitting.  Any advice?

I think you're pretty much stuck designating one level at a time. If there's a way around it I'd love to know too, but I'm 99% sure
