Another way is like this
WWW
     ^
     P
DP>H<PD
     ^
     P
DP> H<PD
      ^
      P
      E
P> is pump >^<V are dirrections off pump H is channel W is water source D is drain and E is the place you want to supply with water.

Bassically the pumps will spread the water to an ever increasly small amout and a moor "drip"the bigger you make this design the less water will come out.

Alternatively, you could just have the pump move the later to the cistern, and before it gets there, use a diagonal square which will depressurize the water, then use a fortification at the end of the tube which dumps into a cavern or into another pump. The flow in and out will be equal, I have it working in my fortress right now.

Wait, water has to be flowing to be 'hygenic'?  Is this a game mechanic, or is the OP just doing this for roleplay purposes?  Because I just use wells over bucket filled pits that seem to work perfectly well for me, with no hygene problems and definitely no FPS issues.

At the moment I think it's partially roleplay,   Toady put syndromes in and I think Water sources that "stagnate" can increase risk of infection, but at the moment  Wells/Pumps  seem to have filtration systems built in, or at least they used to.
